Steps to create a smiley face using Photoshop Elements:

3) Scale your image down
To scale down an image, simply click and drag a corner of the image. A highlighted corner of the image will appear. When you click the highlighted corner, the image will either zoom out, or else zoom in.
This is an excellent way to make sure you’re getting a good-sized image that you can work with.

Slovenia in the Eurovision Song Contest 2016
Slovenia participated in the Eurovision Song Contest 2016 with the song “Sedna/Vedrina”. The song was performed by Danko Avsenik and represented Slovenia in the 2016 contest in Stockholm, Sweden. Avsenik was selected as the Slovenian representative in the Eurovision Song Contest 2016 on 28 January 2016.
Slovenia finished 14th out of 25 countries with 30 points and 39 points from the televoting and the juries respectively.
Prior to the 2016 contest, Slovenia had participated in the Eurovision Song Contest forty-eight times since its first entry in 1994. Its best placing was eighth, which it achieved on two occasions: in 2004 with the song “Pogledala sem te” performed by Franca Vukovska and in 2010 with the song “Balada” performed by Edina Dragičević. Slovenia’s least successful result was in 2013 when it placed nineteenth with the song “Sebi sve vidi”. On 11 September 2015, Slovenian broadcaster RTV SLO confirmed that Slovenia would compete in the 2016 contest in Stockholm, Sweden. The Slovenian entry for the 2016 contest was selected through the national final Eurosong Slovenija 2016, a competition organised by the Slovenian public broadcaster RTV SLO.
Eurosong Slovenija 2016
Eurosong Slovenija 2016 was a national final format developed by RTV SLO in order to select Slovenia’s entry for the Eurovision Song Contest 2016. The national final took place on 31 January 2016 and was presented by Nika Kotar and Nina Perič. Five songs competed with three of them chosen by a jury panel and the remaining two by a public vote. “Sedna” performed by Danko Avsenik and “Vedrina” performed by Monika Brundič qualified from the national final and advanced to the Grand Final, where they were both selected through the televoting and the juries.
According to Eurovision rules, all nations with the exceptions of the host country and the “Big 5” (France, Germany, Italy, Spain and the United Kingdom) are required to qualify from one of two semi-finals in order to compete for the final; the top ten countries from each semi-final progress to the final. The European Broadcasting Union (EBU) split up
What’s New In?
Aug. 25, 2013 (Washington) — Good news for cord cutters — CBS, ABC and Fox are starting to follow suit.
CBS and FOX made that announcement Friday, ending their pay TV contracts with cable distributors, while ABC isn’t expected to follow suit until next year.
CBS and FOX began dropping the requirement last month, but the decision to do so has made waves because of the ire it has created among distributors and as a thorn in the side of media conglomerates.
The pay TV industry is by far the most profitable for broadcasters, but it’s also one that’s in a constant state of flux. The TV networks, which are operated as separate entities from cable and satellite operators, want to protect a profit stream they’ve had for decades. But they also don’t want to be stuck paying fees to distribution companies that don’t move as quickly as they do.
In June, CBS Corp. CEO Leslie Moonves told analysts the company wanted to end its carrier fee for the second year in a row.
“We’ve done what we wanted to do, which is protect our own network,” Moonves said. “At the end of the day, we don’t want to be beholden to the cable companies. We certainly want to protect the carriage agreements. But that is not the same as saying we are going to get out of the distribution business.”
But CBS isn’t the only one to have had its contract up for renewal. The media companies took their complaints to Washington, and the Federal Communications Commission is now investigating whether the pay TV industry has stifled competition.
Industry analysts say the growing push to cut the fees originated in large part because of the way internet is changing the way people watch television.
“They are worried about getting left behind and losing market share to their cable competitors,” says Philip Jones, analyst with media research firm Screen Digest. “They were adamant about this a few years ago, and now they are much more in a position to be demanding this.”
From CBS’ perspective, ending their pay TV contracts could be seen as a way to lower costs to consumers. And it’s easy for the companies to point to Netflix as an example of success; the internet streaming giant charges a flat fee to deliver its programming.
“We can’t sit there and be beholden to the cable companies,” Moonves said at an investor conference earlier this year. “They have to be responsive to their customers.”
